Career matching service for the community

The Client is a form of local administration who work in close partnership with the local grassroots organisations, town councils, voluntary welfare organisations, schools and other organisations to facilitate the delivery of a wide and comprehensive range of community and public service to the Central Singapore community.

The Career matching service developed for the Client was to provide an online platform to support its job placement programme. The main users of the system are the employer-facing Employer Relations Consultants (ERC), the jobseeker-facing Career Consultants (CC) and the employers.

The core functionalities of the system are to provide means for employers and the ERC to post new job vacancies in order to solicit prospective jobseekers. The CC act on behalf of the jobseekers, who have registered with the programme and provided details of their qualifications, field of employment and other employment-related details, to recommend suitable jobseekers to the employers and ERC based on matching requirements. The search functions within the system allow for easy and fast retrieval of job vacancies by the CC, so as to aid in the streamlining the effort required to keep track of vacancies available for prospective jobseekers. Notification alerts are also sent out when new or urgent vacancies are posted so as to provide feedback to CC to return to the system to view more details.

On the ERC side, vacancies and their matching prospective jobseekers can be viewed as and when posted by the CC. ERC are entitled to perform extensive search based on job vacancy details and employer details to narrow down on jobs being posted and view employer information. Several miscellaneous functions were also introduced in order to provide ERC with tools to facilitate communication of further information between ERC and CC, for example, the ability to post comments to the employer account or blacklist employers in order to raise awareness among other ERC and the CC when providing jobseeker recommendations.

For employers, the system provides updated real-time view of the applicants that have been recommended and matched based on their job requirements. Employers are then able to either contact the applicants directly, or do so through their assigned ERC.
